There are several methods. If you are close to the Smoker, you can shove it. This breaks the hold and lines you up for a kill. You could also use a melee weapon to accomplish both at once. Or you could just shoot it. If you are close to the constricted Survivor, you can shove the Survivor, breaking the hold of the tongue.
