The best open world build by far is the standard raid quick fb build but with litany as a heal. 31k hp, full heal with litany, quickness for 5 in case you do meta events while having perma quickness for himself even without alacrity solo. Could even take soj for vuln. For might just take golden dumplings. Specter functions best as a hybrid class because it has a decent amount of power and condition damage. The condi damage itself doesn't really shine without condi duration/expertise, but you are losing a significant portion of your damage by not dipping into power/crits. It also provides many conditions and buffs.
Preferred Healer in Raids. Tempest (Elementalist ESpec) - Best sustained healing (highest HPS), versatile boon support with mix of offense and defense, access to Elemental Auras for the team. Currently sees more use as a Kiter for certain Raid Bosses, works perfectly fine but isn't really preferred in many cases.
Best specialization for PVE in 2023? [Question] I did some searching and came up with varying answers. So I figured maybe I could get some better feedback here. I simply am trying to find out which non-cloth class is the most OP (PVE) in 2023? That way I can just either roll a new one, or use one of the 80s I already have (if they qualify).

Low-intensity builds are always welcome choice for our lists because they allow players who normally wouldn't be able to play to enjoy the game. The only exception is using mesmer if you need to portal people often, but generally you can use any class since the commander role in pve doesnt exist like it does in wvw, where class would matter. So you want a PvE class with good sustain, ranged damage from a single weapon and easy to control. Ok, some examples: Long bow Ranger based on physical damage (condition can work with short bow but you'll have less range). Condition Mesmer with staff (is more complex to handle). Condition (or power) Renegade with shortbow.
Ranger has decent mobility on daggers, but offhand dagger is quite bad everywhere. Class is strong in pvp, pve and roaming in wvw, but only pve soulbeast uses (mainhand) dagger effectively. Necro has no mobility on daggers (low mobility in general as well) and I dont remember the last time necro had good build with at least one of those.

The Support Scourge is a necromancer build that can give barrier to its allies in WvW squads to keep them alive while also providing boons and ripping boons from enemies. 1.9k. Posted September 9, 2023 (edited) Thief imo is the best class for open world exploration and achievement farm due to Stealth, Portals, Teleports, Dash and the ability to Vault across ledges. If you want to sacrifice some of that but have easymode for combat encounters you'd go Engineer.
